In 2002, the United States Government Accountability Office issued a report on internet gambling. It cited several other notable laws and found that Internet gambling is a commercial activity, which must be regulated.

The UIGEA, or Unlawful Internet Gambling Enforcement Act, was enacted by Congress to enforce the law. It contains factors to weed out low level gambling cases, and it comes with a number of congressional findings on the impact on interstate commerce.

According to the report, the CRS (Congress Research Service) has compiled an abridged version of the same. It includes text of the statutes it has cited and references to state gambling laws.
